26 of 27 EU member states meet AFIR charging target, collective 2027 goal already achieved

All EU member states except Malta had met the AFIR fleet-based public charging target of 1.3 kW per BEV by March 2026. At EU level, the collective 2027 charging capacity milestone has already been reached.
A Transport & Environment analysis published on 20 July confirms that 26 of the 27 EU member states had met the Alternative Fuels Infrastructure Regulation (AFIR) fleet-based target by the end of March 2026. AFIR requires member states to provide at least 1.3 kW of public charging capacity for every BEV registered in the national fleet. Malta is the only country to have missed the threshold.
At EU level, the collective charging capacity has already surpassed the 2027 milestone, with 64% of the infrastructure needed for the 2030 targets now in place.
The data reveals sharp variation in motorway coverage. Western Europe records compliance above 99% on core TEN-T routes, while Spain, Poland and Romania still have significant gaps. Poland's TEN-T core compliance jumped from 20% at end-2024 to 59% by June 2026 — a rapid acceleration. T&E calculates that installing or upgrading just 70 strategic charging hubs would lift overall motorway compliance to around 90%.
